    Why are soldiers not allowed to carry on base, etc.?

    One big reason is it's not needed. Soldiers (and Sailors and Marines and Airman) have disipline! We may have disagreements and even fights on base, but for the most part, they end in "let me buy you a beer" conclusions, not all out shooting. Another reason, is to protect the TAXPAYERS...
