My experience is that prices are up - most significantly in 5.56 but in all calibers. I shoot mostly .308 and .45, which are not as heavily used in the military, and the prices are substantially more than they were 3-4 years ago.

It's not hard to get an Oregon license...several Washingtonians I work with have one, and they went through Portland. I have not done it myself, but I understand it's not a huge hassle.

Have you tried contacting the Tri-County Gun Club in Sherwood? I don't know if they have classes, but they do have an excellent action range.
