I believe it all to be a training issue, takes too long to train non-shooters on SA/DA guns. In a stressful situation a safety, or the long DA pull followed by short SA can be a very tough thing to master.
I am sure that is not the entire reason but I do believe to be part of it.

I can only assume the rear sight change was in an effort to cut less and save money. I don't know about the rail, several comparisons I read put the lack of one as a disadvantage. Maybe this is one company that actually tries to listen to customers, even though I think it was a bit cleaner...

I have a Weaver 2-10 that has been a great scope and well under your limit. Very clear, reliable and repeatable tracking and very tough.
Some people that quality went down with their later scopes, but I sure can't complain.
