I'd loved to have a higher power scope on my alligator hunt, where I missed a shot of ~2.5 inches of a 13 footer head out of water at about 60 yards with my 3.5x10 power. Settled for an 11 footer.
Brass is tarnished as you would expect for ammunition ~40+ old. Since it has a Winchester silvertip bullet, in a Winchester marked case, with a chrome primer (the style used by Winchester in that vintage ammunition) it appears to me to be a factory load.
That video shows not only how to get a squib load out safely, but with the broken pieces of wood, to never try to hammer one out using a wooden dowel....

I had a River #1 in .458 Winchester Magnum. I shot it approximately 100 times with full power reloads over several months the year before going on safari to Africa. This rifle literally gave me whiplash! I bought a Sako .375 H&H bolt action and used it in RSA. I sold the Ruger.
Buy a higher front sight. Should be a dovetail base. Drive out old sight, New sight may require some filing on the male part of the dovetail. This is not a unique problem with rebuild military rifles.

When you put the safety on it firing pin should move back a corresponding amount. You are physically blocking the firing pin back when you put on the safety.
That's marks are due to the primers leaking etching the frame. Not whether magnum or standard but defective primers or loose primer pockets in your brass causing the gasses to leak out.
IMHO too Varget is too fast for the .270 Winchester. Will it go bang, yes. Will it give you consistent accurate and speed, probably not. If the experts that test powders for various cartridges in Reloading Manuals do not find proper load, pass.
