Go for the Scholarships!
As a fairly recent graduate I would put more of my focus on the schools that are offering scholarships. Graduating debt free (or as close as possible) is almost as good as getting a better paying job when you get out. Not being bogged down with a student loan payment...

If you really want a .44 special, I would recommend getting a .44 mag revolver to shoot them. You've already said you're not trying to conceal it so why not have the option to shoot either the special or the magnum (which you can already reload for).

Well if it makes you feel better I've recently bought a handgun (Kel-Tec Pf-9) that was unreliable and was pretty much only good for taking a loss on. Seeing as how I'm still only 21, I imagine it will happen again.

While a shirt is a good idea, I think if you're picking up a crappy rc car/truck it might not go fast enough to allow enough wind to catch the shirt. Perhaps a balloon on the PVC pipe?
I think the 336 would be more humane when harvesting deer/bears. I can see the Saiga as a better range gun, but you mentioned hunting. Here in PA two things put a negative on purchasing the Saiga:
1) You can not hunt with a semi-auto rifle
2) 7.62x39mm is becoming more expensive

I'm not a fan of the locking rifle rack. Padlocks can be picked pretty quickly. But a safe is going to require some prying with a crowbar. You can bolt down a safe in the corner/side of a closet where prying becomes more complicated for a potential thief.
