What would you say a target optic is?

I would like to get the most reasonable MOA possible, 2-3 would be my goal. Would something with 1-4x get me to that goal with practice? I understand I am not shooting the precision rifle of the century, this is all I have for the time being.

I remember a SWAT sniper team used RC cars for training. THey tied two different colored balloons to an RC car, designated one color the hostage and the other the assailant and had a certain time to eliminate that target. It's quite harder than it seems.

Hey all, Ive been looking for a semi-auto rifle to have some fun with at the range, in about the $1000 range. I searched through here and the Ak-47 and the FAL look to be good shooters, but there has to be other choices im not seeing. Any recommendations? thanks!
