If I had the resources to build one, I'd buy and old warehouse and build a tunnel and backstop. Would be the most simple provided the space.
I went to an indoor 100 yard once and it was interesting. It was a gun store with a basement. It appeared they dug a 4 lane trench 100 yards long and poured concrete for the lanes. The topped it with spancrete. It was all underground with a trap door at the targets for service. You shot from the basement under the store. They had nice electronic targets. They spent some money, it was nice!
There is such a range in Wichita KS at the Bullseye shooting range. They claim it is the only one in the Midwest. It's four lanes, about half buried and half topped with concrete and was built several years ago by the former owner of the range. It has recently been remodeled so the current owner might be able to give you some information about how it is constructed.
