Does a S&W model 19-3 hold a higher value than a model 19-7? I'm talking both in overall value and usability. Is a pinned barrel better than not pinned; is a recessed cylinder better than not recessed, etc.?
 
In most cases it's going to depend on the condition and features of the individual gun.

If you assume the two guns are identical in terms of barrel length, features, and condition, the earlier pinned and recessed gun will usually command a slight premium with collectors or discriminating buyers.

They are both equally useable. There is no real substantial advantage to the recessed cylinders. The pinned barrel is a bit debatable as some guys do prefer those.
 
Pinned and recessed revolvers aren't practically better than than those without(IMO, anyways). It just happens that these features came from a time when more time and labor were put into S&W's revolvers.

Generally speaking, older models are worth more than newer ones unless it's a very rare variant.
