Col. Jeff Cooper, first disciple to John Moses Browning, carried a Lightweight Colt Commander for normal carry, at least toward the end of his life. This is at the upper end of your limit or slightly above it. It would be my first choice. Second choice the SW PD model (4.25 inch model) which is also alloy framed and at your upper limit. I would recommend either of these. If you want one with rails (yuck), then Springfield Armory makes the Lightweight Champion Operator -- not sure about the price.
Some people carry full size (or government) all steel 1911s. However, a lot of people prefer an alloy framed pistol as the weight makes a difference over the course of the day. While some can conceal a 5 inch barrel, I have some trouble with this (I'm short). Anything with less than a 4.25 inch barrel has a greater chance of reliability problems. I'm not saying there aren't reliable guns with short barrels, just that there's a much greater chance for problems. This is not debatable -- a fact. I own two short barreled 1911s so I like the concept. I traded a third because of reliability problems. So,unless you're willing to run this risk and have to have the gun tuned or to trade it, stay away from anything less than 4.25 inches.
RIA -- good rep for an entry level gun but it is all-steel, good rep for customer service (CS).
Taurus -- spotty reputation for quality, poor CS rep. Does not have lightweight frame.
Kimber -- makes attractive and accurate guns but, in recent years, increased problems. Notorious for needing hundreds of rounds to break-in and so-so CS. A little above your price point.
Colt -- Rock solid base gun. Works out of the box, though not the most accurate gun out there. Good CS. At upper range of price range.
Dan Wesson -- Good quality guns, good CS. A little beyond your price range and don't offer lightweight frame.
SW -- Has an unusual safety system but it seems to work. Good rep for the guns and good CS.
Springfield -- Good rep for guns, good rep for CS. Has an internal lock which some don't like but it is nearly invisible.
