I have a 16" dpms with a 1 in 9 twist. Will it stabilize 62 gr. bullets?

Absolutely.
Lighter weight bullets are less of a problem than the heavier, (80gr up) to stabilize in a medium fast twist like you have.

I have a little different slant. My Kimber Longmaster Classic with a 1:9 24" barrel will stabilize a 62 grain bullet (no tumbling) but accuracy is poor. The Sierra 63 grain semi point is wonderfully accurate in my gun. Anything below 63 grains down to 45 grains is awful.
When doing load development I started with two different manufacturers good quality 55 grain bullets and had convinced myself the gun was a POS. No matter what powder or primer or seating depth I used my groups were never better than 3" at 100 yards. Just for something different I tried a Nosler 40 grain Ballistic Tip that I use in my 221 Fireball and I had a one-holer. No matter what powder or primer combination I used with that bullet it was super accurate.
That got me to try different bullets and the 63 grain Sierra was right at the top of the heap. So my go-to loads are with a 40 grain and 63 grain bullet.

It is very odd how similar barrels prefer different weight-length bullets.
I have a Savage 12 FV .223 Rem. 26" 1in9" twist, it shoots the Sierra 69gr Match Kings into small grouping when loaded with RE 15, it will also shoot the Barnes 50 gr Varmint Grenade sub MOA when stuffed with RE10, thats almost 20 grs difference but, when you hold the bullets side by side the 50 Varmint and the 69 SMK are darn near the same length.

With your Kimber being a semi custom do you think the chamber specs are tighter and you may need to neck turn your brass to get a good bullet release on even the lighter bullets?

My 20" 1 in 9 does very well with 55 & 60 gr bullets.
I haven't tried other weights. According to the rifle mfg a 1 in 9 should do well with up to 69 gr.

dagger dog - my gun does have a tight chamber. I've measured the differences between FL sized brass and fired brass to be less than .002" forward shoulder movement. Neck sizing for this gun is not the way to go. I'm not complaining, I like the tight chamber and the FL sizing is not a big deal to me, especially when all the shots make one ragged hole in the target. BL-C(2) works really well with 40 grain bullets and either Varget or H4895 work well with the 63 grain bullets. I had pretty good results with Reloader 10X too. The one powder I did not have good results with is Win 748.
I have yet to try the 69 grain Sierras but have never heard a complaint from anyone about how well it shoots in guns with a 1:9 or faster twist.

I have the most cussed-at 1:9 barrel on the Planet, 20" long. It will stabilize bullets up to 75 grains, but the only ones it groups with are 52gr match bullets, and those it shoots iddy-biddy groups with.

Mine loves 60gr Nosler btips and 69gr Nosler otm bullets. It even shoot 75gr Hornady otm bullets okay.

I've shot 69gr SMK and 75gr Hornady BTHP with excellent accuracy in my 20in 1:9tw DPMS AR.

I've only shot 3 55gr'ers out of the Savage, VMAX, Nosler Ballistic Tip, and Midway Dogtown, and none were FMJ or HP .All were with neck sized cases, powders were Re15, H4198, H322.
All shot very well, some MOA @100 with all 3 ,the largest being 1 1/2" or there abouts and would probably shot a lot tighter with someone else doing the trigger work. H4198 worked the best with all and RE15 and H332 were a tie.
I your query is based on the 1 in 9 twist being to fast for the lighter shorter bullets, I have shot the tightest groupings with 40 gr Vmax and RE10, and for giggles I even shot some 35 gr Vmax and they didn't do to bad. So I really don't think you could over spin a FMJ or a HP if the hollow point was a match HP and not a thin jacket prairie dog bomb.
