Does 300 win mag suffer from case neck inability to accommodate the long range bullets.

My BIL can't decide on a long range caliber. He will hunt big game with it too. Whitetail, Black Bear, Elk.

I have explained to him the 7mm's have better BC for less recoil, you need to shoot a heavier bullet to equate same BC in 30 cal.

I really think if he wants a 30, the 300wsm is the way to go. I believe it can accommodate the long range bullets better, you get the short action, and it performs equal to the win mag with 6.5gr less powder when I view Nosler load data for IMR 4350 and 190 accubond LR.

I went with 300 Win Mag with a milspec. If I mad a good choice it was inadvertent at best. It does shoot well to 200. Haven’t tested it further. Others that are really smart will give better answers than me.

You're also ruling out the prc, just throwing that out there for you, as for the neck, many records (in the past) were set with the .300 win mag, I'd suggest he look those up and decide if that's what he'd like to shoot for, or if newer records with more contemporary case designs would be closer to his expectations. The .300wm can shoot, just depends on his expectations and how much effort he wants to invest.

A whole lot of facts are required here that aren't provided like are we hunting and if we're hunting what actual range are we hunting at. There are a lot of long-range calibers that could be highly effective depending on what range were talking about. There are also a lot of big calibers the Beyond about 250 yards would immediately be excluded. For a blanket get anything done answer the 50 BMG for the 338 Lapua Takes the Cake. Discriminating between 300 Win Mag and 270 needs to have details on what the actual range and size of the animal is

Hunting

Whitetail, Black Bear, Elk, maybe Mule deer.

He wants to try shooting 500plus yards all the way out to 1000yds.

I been trying to talk him into the Browning X Bolt Max Long Range, cuz he wants the sniper style pistol grip stock with the adjustable cheek riser. This rifle has some goodies and can be bought for $1000.......that's a lot of gun for the money. AND I tell him he won't be so far invested it hurts if he decides it's not for him, but he CAN shoot so I think he will enjoy it just fine. What I'm saying is my advice is don't go spend 2 grand on something you don't know if you will like yet......neither of us have tried long range or the fancy LR guns.

Got the game side and those have all been killed by a .243, which will run 1000 yds handily, you've previously stated his infatuation with the big .30 and that's alright, when I was talking records, I meant long range target shooting records.
As for the rifle itself, he can buy a cheaper rifle with a decent barrel/action/trigger/ and throw an adjustable stock on it for close to the same price point, tell him to look into that route put some money in glass and run 300-400 rounds through it, if it doesn't tickle his fancy, rebarrel it, and keep playing. Savage, remage, and rugage builds are becoming very much more commonplace and allows him to play. Have him build the RIFLE he likes and he can swap chambers for roughly $300 per barrel any time he wants, action length and bolt face will be the only hindrances to his process.

The 300 Win. Mag. accommodates long range bullets just fine. I shoot 200 grain Accubonds in mine and get excellent accuracy.

For the ranges your BIL will probably be shooting animals at, I doubt there will be any advantage to a 7mm. You also didn't say which 7mm.

Personally, I have no desire for a 300 WSM. In my opinion, it's a solution to a problem that didn't exist. Ammunition and components will be less available than those for a 300 Win. Mag.
