.32 S&W Revolver

To help you we'll need a more complete description, and a photograph would probably help. I presume this revolver is a hand ejector (cylinder swings out to the left to load) but it could be a top-break. Also ".32 S&W" could mean .32 S&W, .32 S&W Long or .32-20.
"PIC" doesn't ring any bells, but I suspect it could be one of many S&W copies that were made in Spain.

Where did the owner post a picture? Or advertisement as the case may be. If you can post a link I'll go look at it.

PIC, (P)recision (I)mport (C)orporation. They are the importer and not the manufacturer. The revolver your looking at is some nameless German pot metal junker. In my opinion, you would be better off armed with a stout cane than this thing. The revolvers I have seen of this ilk are unreliable and flimsy in both materials and construction. Best save your money for something of higher quality.

Yup, I finely found PIC too. I believe that the revolver was made by either Hermann Weihranch KG or Arminius in Germany. The previous description is correct, and the revolver is pure junk.
The following revolver is slightly more expensive (at least at the moment because no one has bid on it) but at least it was made by an American company (now out of business) repair parts are available, and it is made from steel and not pot metal. Obviously it’s pretty hard to buy anything today for under $100.00 that offers any degree of quality. Some would say that $200.00 is more likely. But the following link is about as close as you can get, and I know and recommend the seller.

Considering that a $100 gun bought online will run about $150 by the time you pay $25 for shipping and $25 for FFL transfer, have you considered checking out the used gun market in your area?
I'm not at all familiar with the gunshops in Wyoming, but in some parts of the country a good pawnshop or gunshop may have a variety of old Colt, S&W, and H&R sixguns in the $100-150 range.
Seattle has DJ's Loan and Sport which will dependably have a dozen such guns on a given day. Not sure how good the gunshops are in Cheyenne or Laramie, but if you post in General Discussion asking for "Good Gunshops in Wyoming", there's got to be some THR members who can reccommend a shop with a good used selection.
A well-made gun will last a couple centuries, so it's best to pay a little more up front for a good product. Check out the sticky post at the top of the revolver forum: "Revolver checkout: how to tell if a particular specimen is any good", and use that to critique any used revo you're interested in buying at a pawnshop.
