Whats the difference between the 870 shell elevators that are smooth and the ones that have a u shaped notch cut out of them?

The U indicates that it's for the Flextab system. This prevents one kind of jam. See the Archives for more....

So if I wanted to take the flextab out of my hunting gun and put it in my HD gun I would have to change the bolt as well?

The bolt and the carrier plate. You can just swap the trigger group and bolt/plate.
