Filling the bullet cavity?

This isn't exactly reloading, but I think that this question might make more sense over here.

So i've been searching for a deep penetration "woods" 9mm load, but can't find any. By the way I do not reload, nor do I know how.

Someone recommended buying factory 9mm +P 124 grain loads and then filling the bullets cavity with epoxy.

Is this safe to do?

Will it perform right?

I would think 115 or 124 grain full metal jacket rounds, or Hornady XTP bullets will give you deep penetration. And without the tedium and mess of working with epoxy.
 
I haven't been able to find any factory +P FMJ loads. Finding +P 124 and 147 JHPs is easy.
 
I could be wrong but it is my understanding that if you fill in the HP then it will expand quicker on impact which will result in less penetration.

Would it be safe to shoot rounds that have their cavities filled with glue or epoxy?
