Ideas like this are classist/racist nonsense just like other qualifiers to exercise a right that comes with a fee. Ever hear of "poll tax"? Poor and can't afford to pay for the $100 "tax" to exercise the right on top of the cost of the firearm? Too bad. Black, Latino, Appalachian, Other and can't scrape the extra money up? Too bad. Comfy middle class naivete is no good excuse for not thinking about the huge number of people just eking out a living upon whom you'd impose an undue burden to exercise their right under the 2A. Impose a tax or fee or other cost to exercise a right is to deny the right to some based on economic circumstances.
