Any lawyers familiar with business small claims suits?

...specifically in the States of Texas or Nevada?

I understand this isn't the direct intent of this forum and I'd be happy to have this moved over to general discussions but I figured it's the best place to hear from bar-approved attorneys in with State. Also, I'm not looking for legal advice in terms of litigation, just best practices about how to file and what to expect in the process... what State to file in and the like.

Context:
I'm looking into filing a claim against a company that makes tactical products out of Reno, Nevada. The company took my money, sent an email receipt, and we have a series of emails back and forth for a week or so (all pretty normal and respectful) before a series of emails from me to their support staff and their CTO (almost certainly the same person) have not been responded to. I received one piece of the purchase a month after the order, but have yet to see the other part, which costed about $130 not counting shipping. All together the purchase was just over $200 and I can't use the piece I've received without the missing piece.

It's been a month since radio silence, with the last message being that they would send the product with tracking information emailed to me that week. I've sent three emails to support and the CTO since then and haven't heard a response. t's been two months since I placed the order.

Questions:
Since the company is in Nevada, should I file in the court circuit of Reno? Can I file in Texas since I'm in Austin? I figure whichever court it involves would require me to show up if it gets to that point. Would a letter from an attorney to the company actually be the best? A letter from a mediator? What other methods of being made whole am I missing? I'll never ever do business with this company again, but would still be fine if I just received the product or reimbursement. I just want this to be over and me not to be scammed.

I'd be fine mentioning the company to prevent anyone else from ending up in a similar situation, but didn't want this inquiry to be spiteful.

I have been kicking myself because I only purchased this out of curiosity and am not all that surprised to feel I've been scammed because the online presence of the company seems rather disingenuous and dishonest, but they've been all over gun media over the past few years so I figured they could at least be relied upon to be delivered.
