Are the lower receivers from the tactical .22lr rifles compatible with standard upper receivers, or are they a whole different gun?
I have been reading up on AR's and on .300 BLK and am starting to get the itch to have one.
I'd like to build one instead of just buying one stock, but I thought it would be neat to build off the .22lr lower and have the upper for cheap plinking.

No.

Most dedicated 22 rifles from Colt and SW are not built for centerfire uppers.

Most 22 'conversion kits' like Cenier, Black Dog are made to fit centerfire lowers.

You can get a complete .22 LR upper for your center fire lower though. CMMG and Tactical Solutions come to mind off hand.

Complete centerfire lowers are not that expensive, or in fact a whole rifle if you go with Smith and Wesson.

Complete .22lr uppers are often more expensive than a complete Colt/Umarex or SW rimfire rifle. Conversion kits are cheaper but reqiure a lot of cleaning.

You can get the CMMG complete .22 LR uppers for $350 or less, shipped, if you look online. Pop one of those a S&W M&P Sport, and you've got a whole lot of rifle & versatility for under $1k.

ATI VK22 has a mil-spec lower according to ATI.

The VK-22 has a multicaliber mil-spec lower receiver paired with a Chiappa Firearms .22LR dedicated upper receiver. The Chiappa upper has a picatinny rail, a 16” barrel with six grooves and a 1x16 rate of twist. It has a collapsible stock and includes one 28 round magazine or one 10 round magazine, per state restrictions. Also, the lower used for the VK-22 will receive any manufactured mil-spec 556 upper, just in case the shooter should desire some variety. The VK-22 is suitable for all types of varmint hunting, plinking or hobby shooting.

These were on sale at a local sports shop for $299. I bought one and the lower is a standard AR, it's mostly commercial parts, but it well accept any AR upper.
