I have come up with 3 Invector Plus choke tubes, that do not say "steel" anywhere on them. Have all Invector Plus choke tubes been made rated for steel shot? If not, how are they differentiated?

Yes.

"1. WILL ACCEPT ALL CURRENT FACTORY STEEL SHOT LOADS:

All Browning shotguns with the Invector choke or Invector-Plus tube systems, However, we do not recommend the use of Invector full or extra full chokes with steel shot. They pattern too tightly, and sometimes result in a "blown" pattern."

They will typically give you one constriction more open with steel than lead - I.E. a modified choke for lead will give you a light modified or IC pattern with steel

Not what I've experienced! Steel and Hevi-Shot always seem to pattern tighter than lead up to, but not including all, Full choke tubes. Full tubes may pattern well, but very tight. and some will blow the pattern! Shot size can influence this characteristic greatly!
