Are Shall Issue states SI for Non-Res?

As in the title, I was wondering for states that are shall issue states, are they shall issue for non resident permits as well? Or do they keep some discretion/(opression depending on your view) for non-res applicants?
 
To my knowledge they are. In some instances, they are even more shall issue.

It depends on the state. I know that some shall-issue states don't even issue non-resident permits. Michigan is like that.
 
AFAIK, every state that is SI and issues NR permits is SI to non-residents as well, with an occassional quirk.

Not all SI states issue NR permits.

A few states that are not SI also issue NR permits.

By most accounts, MA is virtually SI in respects to NR permits, but much less so with residents.

I always assume that a state's own government knows its people better than anyone else could know them. So if Massachusetts doesn't trust its own citizens to behave rationally I think it is foolish for anyone else to trust them either.

I'm actually grateful to the state governments of New Jersey, New York, and other states identified by their own governments as being populated by dangerous people. Without the work of their legislatures and governors I would have assumed that those people were normal.

It's also clear that the rest of the country would be safer if there were some way to prevent the people of Washington, D.C., New York City, and Chicago from ever getting out and coming in contact with the rest of us: Mayors Fenty, Bloomberg, and Daley have made a convincing case that the residents of those cities are homicidal maniacs.
 
It depends on the State. I believe in both Oregon and Washington they are shall issue for residents, but local LE have discretion on whether or not to issue to non-residents. I have heard that some people who got their non-resident CCW applications denied in Multnomah, CO Oregon have reapplied in some of the rural Eastern Oregon counties and had their CCW permits approved. Proving once again that Multnomah, CO and Portland in particular is "Moscow on the Willamette".:cuss:
