last time i went that was fairly cold was about 10 degrees out and snowing we put about 300 rounds through my sks with no probelms and shot for about 2 hours before anyone else showed up.
Yesterday we had a plate match and it was 35-40 degrees out and a foot of snow. It was sunny and calm so it wasn't bad at all. There were 2 dozen people there. One guy made cofee another chili and a third one used his truck to plow the range clear. We shot revolvers which was good because they have rubber grips that weren't as cold as a metal frame!
