beretta bobcat slide stuck

i locked the slide of my beretta 21a 22lr back, barrel up, magazine out and cable locked it through the magazine well to make it completely safe, then put it away for about a year. when i took it down today the slide, completely retracted, is stuck. i couldn't find the owners service manual, of course , so like the slide, i'm stuck too. how do i safely return it to operational status?

Welcome to the forums.
Hopefully nothing is damaged on your pistol; perhaps it's a little dry or gummed up and the parts are binding/stuck. Try applying a little penetrating oil or WD40 on it, then, with the magazine removed, see if you can work the slide a little to free it up.
