Blind tie down "how to" instructions needed

This may sound simple as heck and probably is BUT what is the proper way to use the high-wind tie down cords that come with most hunting blinds? I fully understand the "where" of placing them but I feel sure the little plastic sliding buckle (or is it and adjuster of some kind??) that the cord is threaded through has a specific purpose. What is it? I can simply tie a knot on each end of a string ofcourse but I just know that plastic piece has a purpose :banghead:
 
The plastic buckle thing is to allow you to tighten the cords as the blind stretches. Lots of tents come with them too. I've never had them work worth anything so I just pitch 'em and I just tie a three half hitches know (very simple, google search and 5 minutes and you'll have it memorized forever).
