Buy a semi auto AR15 complete lower.

File a Form 1 and pay the $200 tax.

When you get your form approved, order a 14.5" or 11.5" or whatever length upper assembly you want and put it on your lower (two pins). You just manufactured a SBR.

Now you have to mark your name on the receiver as you need to mark the manufacturer of the SBR (which is you).

Very simple.

But his home-built BSR will nonetheless have to comply with the Connecticut AWB, which is still on the books. It's in the statutes, which you can Google as easily as I can: Section 53-202a. Part 3 of the law bans any semiautomatic rifle that has a detachable magazine plus two of the following:
  • A folding or telescoping stock;
  • A pistol grip that protrudes conspicuously beneath the action of the weapon;
  • A bayonet mount;
  • A flash suppressor or threaded barrel to accommodate a flash suppressor
 
So to get around that make an AR15 SBR with a fixed stock, no bayo lug, and a clean non threaded barrel. Problem solved.
