I live in Fremont, but could make it to Chabot. I don't know where Circle S is, and have never been to Richmond.

Chabot is located in the Oakland Hills. It is a large facility run on park property.

Curmudgeon was trying to get a range checked out at Chabot, but haven't heard back, so I would guess that the answer was "no".
