Can I Sell a Handgun to a 19 Year Old in Washington State?

I've scoured the RCW's and can't find anything prohibiting such a sale. A person aged 18-20 can own a pistol, but can only possess in their home, place of work, or on real property under their control. There are some exceptions for transport provided the pistol is closed in an opaque and secure wrapper etc.

Can anyone point me to more info on this or to a government agency that can give me a definative word? It'd be nice if the RCW's would explicitly spell out some things you CAN do instead of just the things you can't. The LAST thing I want to do is break the law out of ignorance. :confused:

I think that the pistol has to be bought by an adult and be given or willed to the "minor".
 
Turns out it's OK

I just got off the phone with the Firearms Unit of the Washington State DOL. They said it's no problem. He can own a handgun (not prohibited by age) but can only posses/control it in certain situations that are more restricted than us drinking age counterparts. There is no law in the state prohibiting me from selling to him, and the guy said that that is good enough. No problems. He just can't buy from an FFL.

It's nice to hear that from the .gov themselves.
