Just an idea... maybe check out HDS. The HDS Clicky comes with a bezel down clip, and can be set up to come on in high mode with one click, and turn off with another click.
 
Sounds like you're describing a surefire outdoorsman E2L if I remember right. I carry a G2 with a Malkoff M60L lamp that fits your criteria perfectly except for the pocket clip and I think I even have a clip somewhere that fits the G2?

I had a MicroStream and it was rather unbelievable how well it worked, and it was tiny, smaller than a bic lighter, ran on 1 AAA battery
naturally i lost it in a matter of weeks:cuss:
so i got a stylus-pro to replace it haven't lost it yet:rolleyes:
 
I carry a Surefire E2D Defender LED. It almost fits your requirements.

It is two stage, 10 lumen low, 200 lumen high. When you hit the tail cap button , you get the high beam first. A second press gets you the low beam. Has sturdy pocket clip, but its not oriented the way you want it (bezel up).

Its a good sturdy light. I prefer the two stage lights as long as the first stage is the high beam. I like having the low intensity 2nd stage to use as a work light when i dont need to be blinded the 200 lumens.
 
you'll like the ProTac 2L. it defaults to the High beam first always. if you really want a single function the Surefire E2D can be had with a click on/off tailcap, there was a NRA version I don't know if it's still avaliable.
