Doing some research for a possible convention in Hartford, CT, I stumbled upon the fact that the good City of Hartford didn't wait for the state legislature. I'm not sure if it has passed or is a proposal, but it seems the City of hartford has decided to enact basically the same law as a local ordnance ... and Mayor Bloomburg must be moonlighting as mayor of Hartford, because the way the Hartford ordinance is worded, it's a crime in Hartford if your gun is stolen in some other municipality and you fail to report it in a "timely" manner.
