Do I need to adjust rear sight?

You mean the distance at which your pistol is currently sighted-in? For your purposes, it doesn't matter yet - to clarify this, you need to be putting all your shots into a small group anywhere on the paper - but it has to be a small, tight group.

Once you can shoot tight groups, you can then start adjusting your sights to move the grouping itself to the bullseye at whatever your favorite distance happens to be - 5 yards, 15 yards, 25 - whatever you prefer.

What I used to do was stick a whole bunch of those 1" round target-patches (stickers) all over the target - put it out at 10 yards and try to hit the center of of each patch (you're not allowed to hit the outside edge of the sticker). You can start at 5 yards - it's not as easy at it sounds, but it's close enough for you to visibly see how well you're doing ;)
 
I am sorry I mean the ammo will drop down if it over this distance. Maybe I can call it “gun’s maximum available distance”. My question is,
Is 15 yards too far for .22 pistol?

but that is not the issue here, efang622. A .22 pistol has a satisfactory and usable range of 50 yards or more.

Most .22s are dependent on a certain brand / type of ammo to be most accurate, and once you get your shooting so the groups show up easier, then you can work on adjusting the sights and selecting the ammo that is best for your pistol.
