I recently started reading about 922r and pre/post ban rifles. Do all rifles, regardless of year of manufacture, now allowed to have high capacity magazines, folding stocks, etc? Would it be okay to take a SAR1 and put a folding stock, 30 round magazine, synthetic handguards with forward pistol grip, and a flashlight or red dot laser on it? How many accessories are you allowed to put on your rifle before the overbearing government becomes a problem?
 
922r applies to the number of imported parts your rifle can contain. High capacity magazines are now a matter of individual state law, but the country of origin for the three main magazine parts is a matter of 922r. Federal law still regulates overall rifle length and barrel length, and currently allows overall length to be measured with a collapsable stock in its fully extended position. Additional state laws may also apply in regards to overall length and folding stocks.

Several states still have "assault weapon" laws, so you need to research your Louisiana state laws to make sure you're in compliance with them.

At the federal level, the important issue for your SAR-1 is to make sure you have no more than ten imported parts on your rifle from the ATF list of 20 identifed parts:

27 C.F.R. 478.89 lists 20 parts:


(1) Frames, receivers, receiver castings, forgings or stampings
(2) Barrels
(3) Barrel extensions
(4) Mounting blocks (trunions)
(5) Muzzle attachments
(6) Bolts
(7) Bolt carriers
(8) Operating rods
(9) Gas pistons
(10) Trigger housings
(11) Triggers
(12) Hammers
(13) Sears
(14) Disconnectors
(15) Butt stocks
(16) Pistol grips
(17) Forearms, hand guards
(18) Magazine bodies
(19) Followers
(20) Floorplates

I can't watch Youtube due to slow dial up. So can you add as many accessories/ parts you want as long as they are made in the USA and you have less than 10 imported parts?

As long as your state laws allow, yes. In LA, I'd imagine you're fine.
