Fed vs State law

Have a question for those more versed in the technicalities of law . My town has an annual fair on town property(public) , but the property is adjacent to the town's school property . State law says you cannot have a firearm ON school property , but then there is the fed law about "1000' of a school zone" . The fair (most of it ) is within 1000' of the school . So would I be breaking the law by carrying at the fairgrounds? Who enforces the fed law? Does it have to be a fed employee or does the local PD have the ability/right to enforce fed law ?

Any input would be appreciated.

Btw , state has preemption , so can't have local ordinance preventing carrying where legal by state law .
 
Ok , found what I was looking for (little help on another board) . My concealed permit gives me an exemption to the 1000' school zone law .
(A) It shall be unlawful for any individual knowingly to possess a firearm that has moved in or that otherwise affects interstate or foreign commerce at a place that the individual knows, or has reasonable cause to believe, is a school zone.
(B) Subparagraph (A) does not apply to the possession of a firearm—

(i) on private property not part of school grounds;

(ii) if the individual possessing the firearm is licensed to do so by the State in which the school zone is located or a political subdivision of the State, and the law of the State or political subdivision requires that, before an individual obtains such a license, the law enforcement authorities of the State or political subdivision verify that the individual is qualified under law to receive the license;
