FFL Dealer shipping C&R Pistol to a C&R

When an FFL Dealer is shipping a C & R qualified Pistol to a C & R LIicense holder, must it only be shipped via "Overnight" UPS? No other options for shipping?


I thought an FFL could sip a C & R qualified Pistol to a C & R License holder via UPS Ground, or, the Post Office.


And, that the "Overnight" shipping was only for when a C & R seller-shipper is shipping to another C & R Licence Holder.


What is your understanding please?

USPS regulations allow only licensed dealers, manufacturers and in certain instances LEO to mail or receive by mail a firearm other than a rifle or shotgun.

As an 03FFL is a collector, not a dealer, they cannot receive a handgun throught the USPS.

It is UPS/FedEx policy that all handguns be shipped Next Day/Overnight.

I wonder what reason underlie such a Law?


Thank you Ddogtown tom, I had heard conflicting versions of this and was wondering about it.
 
Some reasons given involve more possibility of theft.
There is a lot less handling using overnight, and the items travel in special lots of controlled iitems.

Not dissing the PO or UPS, but there are a few bad apples that have spoiled the pie.
 
Then what about the vast majority of shipments, using regular Mail or UPS ground and so on, which FFLs can and do use?


I doubt there are enough C&R Shipments to be worth mentioning compared to full FFL shippers, far as danger of theft in transit being a 'reason' for a C&R to have to ship via "over night' for huge rip off ridiculous wasteful prices that usually are a complete mood killer.

What about endless valuable else which gets shipped first class, ground or whatever? By anyone who wants to?

Anyway, there is an old Gun on Gunbroker I was interested in...a small, .32 cfaliber, short Barrel Pistol, it is like a $300.00 Gun, and, the Seller insists he has to have $100.00 for shipping, since he says it has to go 'overnight'.

From what I understand USPS regs regarding firearms shipments were written before there was such thing as an 03FFL. The GCA of 1968 created the FFL system of licensing dealers and manufacturers. 03FFL's (collectors) came along later.
 
I hope when I grow up, I can live in a Country where it is possible to respect the intelligence and purpose of the Laws to which I am subject.

But, for the time being...one works with what one gotst.
 
Even if their tables show that a Ground shipment will get there in one day, they'll still insist you pay for the overnight charges. Bullcrap.
 
When I'm shipping to a licensee, I usually ignore the FedEx policy and ship handguns by 2 or 3 day air or even ground if the recipient is close. I haven't had a problem yet in over a dozen shipments. I have a FedEx account and just drop off the labeled package at the FedEx counter without a word.

I willing to take a chance on losing a possible insurance claim and the money I've saved so far would make up for one.
