Got my C&R - but what is the license?

I finally got my C&R after nearly 3 months. The top half of the paper that the license is on has my name, address, license #, etc. on it. The bottom half is a short letter from the ATF licensing office saying that I'll receive a packet from ATF, telling me not to sign the original and warning me not to conduct business.

Question: it the bottom half (and it is NOT perforated) part of the license, or do I cut that off?
 
You just make photocopies of the top part. Then sign the copies and send them off to about 40 places! Hold onto your credit card!!
