Million Moms group protests ceremony for gunmaker liability law

CONCORD — A bill-signing ceremony for a law limiting the liability of gun manufacturers drew protesters yesterday in the Executive Council Chambers.

About 25 lawmakers and supporters of the legislation surrounded Gov. Craig Benson at the ceremony while 10 members of the state Million Moms March organization held protest signs that read, “The ‘new sheriff’ puts gun lobby interests over citizens safety†and, “No budget covers the price of gun violence.â€

At the ceremony for HB 811 and HB 415, Benson said, “The bills I sign today will assure that law-abiding citizens will be able to continue to exercise their constitutionally guaranteed right to bear arms without encroachment by lawsuits against manufacturers or a patchwork of hard-to-follow regulations.â€

He touted HB 811, which limits liability for the criminal use or misuse of firearms and ammunition, as “allowing us to finally get the monkey off the back of the gun manufacturers in New Hampshire.â€

The bill prohibits civil liability suits against gun and ammunition manufacturers, distributors, dealers and importers if someone misuses one of their products or uses it while committing a crime,

Benson said the gun industry in New Hampshire has a $100 million impact on the state’s economy annually and also creates a lot of other companies that make parts for such things as networking equipment and the aerospace industry.

The employees who work in the gun industry are highly skilled with a high degree of expertise, he said.

“When you have a drain on manufacturing in the country, it is great to have this expertise,†Benson said.

The law goes into effect Jan. 1, 2004. A similar federal law is before the U.S. Senate.

The governor also praised HB 415, which clarifies that the state has authority and jurisdiction over all aspects of gun and ammunition use and regulation and prohibits towns and cities from passing any regulations or ordinances concerning guns and ammunition.

The bill also nullifies any existing regulations or ordinances.

Benson said “HB 415 eliminates the patchwork of laws that get people in trouble with firearms. Towns and cities can no longer go off and make a patchwork of regulations.â€

Later he said people who are going to commit illegal acts will commit them even if there are laws on the books.

A lawful gun owner can go from one town to another and be legal in one community, but not legal in another the governor said.

The bill became effective July 18, when Benson actually signed the bill.

Laurel Reddens, state coordinator for the New Hampshire chapter of the Million Mom March, said, “The governor’s bill-signing ceremony should give every New Hampshire parent pause. It proves he’s willing to trade the safety of our families for a favorable grade from the New Hampshire gun lobby next November.â€

There were extra state police at the ceremony, but there were no hostilities between the two groups.
