Help ID this headstamp

can anyone help identify this headstamp. Where was this stuff made? What is the quality, and is it worth reloading?

Prvi Partisan, I believe Russian. I've reloaded it in .308. No problem.

Ditto; Privi Partizan, likely imported by the Hansen Cartridge Company, in that calibre; the Cyrillic letters at the top of the headstamp read "PPU", standing for Privi Partizan Uzice.
