I was refering to the idea that it is okay to murder the families of evildoers as some form of collective punishment. Reeks of the chekista, at least to my perhaps overly-sensitive nose...

Actually a little further back than that. The ancient Chinese would destroy a WHOLE CITY if an evildoer was from there. They reportedly had a very low rate of recidivism.
