How do I polish nickel-plated steel?

I bought a new Crickett .22LR rifle for my daughter. I believe the bolt and receiver are nickel-plated steel.

It feels rough when racking the bolt. I think the bolt and the inside of the receiver need polished.

How do I do this? I have Dremel tool. Should I polish the surfaces with a felt tip and polishing compound?
 
You're likely to do more damage than good.

The best "fix" would be to degrease the receiver and bolt of all lube, dry thoroughly, then just sit down with a glove on your hand and operate the bolt one or two hundred times.

Then clean both out to remove any grit or particles of metal and re-lube with a good grease.

This will make a marked improvement.
