I've got a mess of old 12 gauge full brass hulls, and I would love to reload them,

I'd like to either go with buckshot or slugs or flechettes, I think it would be a dandy looking slugger tho.

how do you resize them? how do you seat the bullet? does anyone make the tooling necicary to do this?

I'm not sure how full length brass hulls are sized. Most of the pressure should be in the head area, so I would bet that an MEC SuperSizer would work.
They're usually loaded with a cork or fiber overpowder/undershot wad, then the shot/slug and then an overshot card is glued on with a low temp glue gun or sealed on with wax. Check with your local cowboy action group to see if anyone reloads for them. I've not seen data for them.
Magtech makes hulls,so there is a group of folks doing this currently. The wads are what costs money. Usually you use 10ga wads in a 12gauge.

Is there any way to make your own wads?

could you substitute a leather disc?
