Is my SKS pre ban?

I have a SKS by norinco and im not sure if its a "pre ban"
I would like to put a bayonet on it, but it is only legal if the rifle is a "pre ban".
So the question is, how do I know if my rifle is a "pre ban"
I can post some pics if need be.
 
I didn't know that SKS were ever banned. Even CA doesn't ban the SKS.

I thought the bayonets had to be removed for importation only. Once here the owner could put a bayonet on it if desired.

Am I wrong?

Yes.

You may not assemble a "foreign" rifle in an unimportable configuration. Even if the rifle receiver was imported before the 1989 import restrictions, it may not be modified into an unimportable state now. The only way to legally have a foreign made rifle that is in an unimportable configuration is if the rifle was already imported and in that state at the time of the ban.

On the other hand, you may add enough US made parts to turn the rifle into an "American" made rifle. Then it is exempt from import retrictions. That's what most people do.
