Why does Florida matter? Because while "shall-issue" CCW systems had existed earlier (Indiana, WA State, others) FL pioneered the idea of linking the permit to a state-standard and mandated training course of 8 hours. Linking the gun carry permit to mandatory training proved to be THE key to getting it past state legislatures and we then managed to convert AZ, OR, VA, GA, TX, OK, UT, MI and scads of others, all with mandatory training of as little as 5 hours, as much as 16.
