Lee Turret, Pro Auto Disk, and Charge Bar issue

So I finally had some time after getting my new Lee 40S&W dies in to start loading some rounds. I am using Raineir 180 FP plated bullets, mixed (mostly Win or Fed cases). I have read that with the Rainer, around 4.4-4.5 is the good load with Titegroup, so I wanted to start a little less, and work up. I found a good disk spot for around 4.1, which was i think .37 hole, but the next one up, .40 hole gave around 4.6g of TG, so I wanted something in the middle, decided to try my Adjustable Charge bar which I had never used. and I couldnt get it to throw any less than 5.5g of TG. When I made it smaller, it would never fill the opening whats so ever. I tried flipping around the powder dispencer, but that didnt seem to help.... Is this a common thing? Is there any trips or tricks to get it to fill for mid 4grains?
 
something isn't working right--I know of no ACB charge weight issues above about 3.3 gr., no matter the powder.

Check for:

1. The ACB (or disk) being assembled properly--i.e., with the actuating lever into the proper slot, not a (die) cavity.

2. The hopper mounting screws not being so tight as to impede ACB movement.

3. Proper PTED adjustment to fully operate the actuating lever.

My problem was different with the ACB. jfh's suggestions may work for your problem.

My problem was accuracy and consistency trouble with the ACB. Because I was completely confident using the discs, I bought an extra one, drilled from the bottom of the hole that was slightly 'less' than the charge I wanted, and renumbered my new hole.
This new hole is completely consistent using any powder and it's "between" the Lee volumetric original hole sizes. I have done "3" new holes and they cover all my 9mm loads along with the original holes.

$5 for the spare "custom" disc was cheap.
