My cousin is turning 21 this january and hopes to purchase his first handgun, however he has a misdemeanor theft charge on his record (he says he didn't do it but plead guilty because he simply could not afford the court costs). Will he be able to buy one?

yeah I figured this much but I figured it was worth a shot, if worse comes to worse he may have to pay for a lawyer and get it espunged.
