List of States with AOW/SBR/Silencers

Can anyone help me make a list of states that allow people without FFL licenses to have SBRs/SBS/AOW and Silencer, whether it be silencers you produce yourself or purchase from a manufacturer?

I live in IL and cannot have any of these but a comprehensive list would help.

Why the two different answers...
Certain Title 2 firearms (DD, MG, SBR, SBS) requires a CA DOJ BOF Dangerous Weapons permit. The BATFE will not issue a tax stamp for a DD/MG/SBR/SBS unless the applicant has a valid CA DOJ BOF Dangerous Weapons permit.

In order to get a CA DOJ BOF Dangerous Weapons permit, you will need a "good cause" and CA DOJ BOF will not accept any "good cause" unless it involves being a prop master for the movie/tv industry with the backings of a major studio or being a FFL/SOT manufacturing/selling to Gov/Mil/ LE agencies.

Washington also has this law, which is in violation of the Posse Comitatus Act:

RCW 9.41.220
Unlawful firearms and parts contraband.

All machine guns, short-barreled shotguns, or short-barreled rifles, or any part designed and intended solely and exclusively for use in a machine gun, short-barreled shotgun, or short-barreled rifle, or in converting a weapon into a machine gun, short-barreled shotgun, or short-barreled rifle, illegally held or illegally possessed are hereby declared to be contraband, and it shall be the duty of all peace officers, and/or any officer or member of the armed forces of the United States or the state of Washington, to seize said machine gun, short-barreled shotgun, or short-barreled rifle, or parts thereof, wherever and whenever found.
