I am new to reloading and am gearing up to load Bergers 168gn classic hunter with IMR 7828 in a 7mm Rem Mag. does anyone have any recipes they could share with me?

I am shooting a Weatherby Vanguard S2 9.5 twist

Nothing special about data regarding that bullet. Find some data, Hodgdon, for 165 - 170 gr. and start developing.

I recommend using a magnum primer with 7828, it needs the extra ignition.

Since you are brand new to this, I would start some where between minimum and mid range, load enough to see how they shoot, and begin working up while watching for pressure signs, and best accuracy. But with 7828, you are likely to find the most accurate load to be up near the top, but not always, every firearm is different.

BTW, 7828 is among my most favorite powders for 7 mag and a number of other cartridges as well.
