Baltimore County Judge Finds Against Woman Who Bought Gun for Palczynski
Towson - A Baltimore County Circuit judge has ruled that an Essex woman who purchased guns for Joseph Palczynski is civilly liable for the death of a woman he killed during his shooting rampage in 2000.
The judge ruled today that defendant Constance Waugh must pay $300,000 to Thomas McDonel, whose wife Jennifer was killed as she drove past Palczynski on her way to church during his shooting spree.
The award includes $150,000 for the dead woman's pain and suffering before death, and $150,000 under the state's Survivor's Clause.
Waugh was convicted in 2001 for violating federal gun laws when she purchased a firearm for Palczynski -- who was barred from owning a weapon because he was a felon. Waugh claimed she never would have bought the weapon if she had known about his criminal, mental and disturbed family history.
