Mini 14 target v Standard accuracy?

The Ruger Mini 14 has come a long way. Especially with their Target models. My questions are; How much more accurate are the new Mini 14's than earlier rifles and how much more accurate are the target models over the standard variations?

I have a .223 that is a tack driver, but I'm jonesing for an accurate or fairly accurate near black rifle. I'm looking at the Mini 14 with the tactical stock setup.
 
I just acquired a new production mini 14 basic configuration, no flash suppressor, wood stock, blued, Ghost Ring sight, and twenty round capacity magazine. At the purchase price of $645.00 plus tax it’s within my budget. So far I’ve test fired it the accuracy is adequate at 100Yds. The sight picture is coarse with the large aperture rear Ghost Ring sight. Mini-14 is what it is a simplistic design which functions with out a high degree of maintenance. Its my 100Yd and under rifle for self-defense applications.
 
I have an older Model, with a few cheap Mods and 9x scope, it shoots under 1.5 MOA with factory ammo and under 1 MOA with my handloads.
