Get on paper at 25, remember the 1/4" per click is multiplied by 4 at 25 yards. Then move out to 100 and lock in at 1.5-2" high.

Divided by 4; 1/4" adjustment at 100 yards is 1/16" adjustment at 25 yards.

As for minimum sight-in distance, there really isn't one if you kow your trajectory. Just remember that the bullet crosses line of sight twice; If you sight in at very close distances, your bullet needs to be below POA. For example, for a 200 yard zero with a .30-06 using 180's and a scope 1.5" above bore, your bullet will cross line of sight first at about 30-35yards, then again at 200. So inside of the ~30 yard mark, you're supposed to be low. If your target was only 50 feet away, you would want to be hitting about 3/4" low if you had a 200 yard zero.
