Need help with Remington 700 CDL

Hello guys.
I have situation I've been dealing with for quite some time that requires an expert opinion. I have two 7 mm Rem. mags., one is a 700 CDL and the other a Rem. 710. The 700 has a Leupold VXIII 3.5x10x40 on it and the 710 has a low dollar Leupold 3x9x40. Both rifle's have a very consistent 18 oz. trigger. I hand load for both, and each rifle owns it's own necked brass.
The 710 is a tack driver and will consistently put them through the same hole without any stinging or spreading.
The 700 is very difficult to keep stable, but if I rest my hand on the barrel when shooting, it will group very nicely. Originally I thought it had a bad optic on it. I switched optics with the 710, but the rifle was still difficult to keep steady without resting some weight on the top of the barrel. I'm now convinced that something is not solid with the stock, but I don't know where to look or how to identify the problem area. I've since been using a small bag with lead shot to stabilize it, which works great. But, I would very much like to just shoot it without having to do anything to stabilize it. Now here is a possible cause, my Son floated the barrel right from day one and I'm thinking that is where the problem is? Should I replace the pressure like tabs at the front end of the stock. Or should I have the entire action bedded? Or is there some other possible cause for the action not being stable?
