If I own a pistol that can have a stock added to make a SBR, what are the steps to do this correctly. I have read a lot of threads about engraving and manufacturers? I did a search and came up with nothing. If this has already been posted please point me in the right direction.
I hope this does not come across as a stupid question.
 
First, what route you are taking? Are you using a corporation/trust or are you going to get your sheriff to sign off?
 
If you plan to "manufacture" the SBR yourself, you will submit a Form 1 to accomplish that. GD's question refers to whether you are going to do it as an individual or if you are going to create a LLC or trust to do it. The reasons most people go the LLC/trust "route" are because their local chief law enforcement officer (CLEO) won't sign off the Form 1 and/or they want more flexibility in who can take the toys out to play. Currently, LLCs and trusts don't require fingerprint cards and photos while individuals do. ATF is considering some changes, but nothing has changed so far.

Once the approved Form 1 comes back, you have to engrave the manufacturer's name (you) and city/state on the receiver or barrel. The engraving can be done by someone other than yourself.

If you have someone else "manufacture" the SBR and then transfer it to you, the transfer would occur on a Form 4 instead of a Form 1. Whoever put the SBR together for you would engrave their information on the gun and your name/city/state would not appear.

If you want to make an SBR from a pistol YOU ARE THE MANUFACTURER and YOU HAVE TO ENGRAVE THE GUN WITH MANUFACTURERS MARKS.

You have to do so to the same standards as Colt, Smith and Wesson, et al.
 
The pistol uses a different recoil set-up than the rifle. You would have to have a stock modified for the pistol. Vector was selling them; don't know if they have any more.

In the case of the PTR-91, putting a stock on the pistol would seem easier than machining the barrel on the rifle.

Oh, a PTR-91 SBR would be a beauty. Look forward to seeing how this project goes.
 
And what he is saying is that it makes all the difference in the world in terms of what you engrave on it because it changes who the manufacture is. Thus your statement that it is "irrelevant" was demonstrably wrong. If you were trying to communicate something else you needed to say it in a different way.
