non-FFL to FFL for repair

As I understand it and Non-FFL can ship a pistol to a gunsmith or manufacturer for repain with the intention that that firearms will be returned. The shipment must not be USPS but must be FedEx or UPS preminum.

Can that FFL ship it to another FFL for further work with the intention that the second FFL would return it to the original owner?
 
As far as I understand it the first FFL, the one you sent it to is the only one that can send it directly back to you. The second FFL's log book would not show that the gun was received from you so it could not be returned to you.
 
Is FFL #1 subcontracting a portion of the work to FFL #2? #2 does not ship the gun back to you; he must send it back to #1 first. Moreover, since #1 is the primary contractor, he is responsible for all the work done.

Yes. However, the first FFL would not be very smart to do so since the second FFL could not legally return the gun to the original owner without doing a form 4473, NICS check and transfer.

Owner to #1 FFL to Owner... legal.

Owner to #1 FFL to #2 FFL to #1 FFL to Owner... legal.

Owner to #1 FFL to #2 FFL to Owner.... not legal (without a 4473, NICS and transfer.)
