Are these beyond previous technology that made it possible for those hit with the laser to defeat its effects with pseudo high tech mirrored glasses?
That's what the two-wavelength feature is supposed to do. I suspect these laser gizmos are going to be on the losing end of any arms race though. If the Army even buys it that is.

On Star Trek, if a phaser overloaded it would cause a huge explosion. These phasers are much bigger. If they overload, will they explode?
Could be, batteries contain volatile substances and some will explode above a certain temperature. I think the operator would already be cooked by the time it exploded though.

Interesting; I wonder what's coming down the pipe that has them so worried.

Actually, these things have been under intense developement for a considerable time, including other weapons of mass disorientation and "less than lethal" destruction such as acoustic and microwave cannons that scramble mental and bodily functions among other things.

Truly blinding weapons were banned in an international agreement. The rationale that was the majority of folks survive gun sights without debilitating injuries or ones that can be dealt with. Burning out retinas is nonrecoverable and much more impairing later in life than even losing a limb.

Think about it - would you rather lose your leg or your sight?

Why is it so big? Surely a pocket-sized laser-pointer can dazzle at any reasonable distance? From the looks of it, I'd expect it to perform like that laser gun in "Akira" .
